A Bachelor of Mechanical Engineering. He started diving in 1989, and became a PADI Instructor in 1993. In 1996, Cipto became the first ever residence PADI Course Director in Indonesia , the highest level of scuba diving professional. Cipto is the Head of Research, Development and Education of the Indonesia Sport Diving Association, founder of Bali Professional Divers Association, member of Indonesia Hyper baric Society and speaker for several environment and diving industry programs. He holds Certificate IV of Assessment and Workplace Training from the Australian National Training Authority. He is also a Marine Resort and Dive Center consultant and a professional underwater videographer. |

The PADI Course Director level is the pinnacle of the PADI System of diver education, representing less than one percent of all PADI Members. PADI Course Director hopefuls submit an application for acceptance into one of two annual PADI Course Director Training Courses. From almost 200 applications submitted each year only about 70 participants are selected to attend the two week long PADI Course Director Training Course (CDTC).
The PADI Course Director rating is the equivalent of having a postgraduate degree in scuba diving instruction, there is not a more prestigious level of certification within the dive industry. PADI Course Directors are the only people who may conduct the PADI Instructor Development Course needed to become a PADI Open Water Scuba Instructor.
